tbqh I'm slightly annoyed that Jiggs is suddenly the "fairy" representative. That thing isn't even pure fairy! Sylveon is always shown to be the fairy rep.
Actually Jiggs hasn't appeared in the anime since Gen 3, and isn't even catchable in XY. With that said its current popularity is based on merchandise (which is also Lucario's other source of popularity, among other things).

I reckon it was super popular but not fad status, since they still have the shit they have since Pokemon was conceived, from trains to planes. Hell, they still have Pokemon bread! And they keep adding stuff since then.
Also heres a fun fact Game Freak's staff have noted Jigglypuff as both one of their and the public's favorite Pokémon, in terms of both anime and video game appearances. popularity like that just doesn't go away. especially in japan where Pokemon has consistently been a big thing. Its not a cool contest or i'd vote lucario any day, and i think that's what alot of folks here seem to be turning this discussion into..

The most recognizable outside of Gen 1 would either be Pichu or Mudkip. Lucario is however the most recognizable of the Gen 4 though.

I'm curious how, exactly, Pokemon trended in Japan. In America it was amazing super huge and now it's sort of "middling kid's stuff" in the public imagination... most people probably don't even know it's still a thing.
Was it the same in Japan, only it never dropped so far? Was it even higher in Japan - same "drop" in size, but higher on the graph? Was it always neutral. I know they have that plane, and I'm pretty sure there was a theme park not too long ago. It must still be popular, but how does it compare to, say, Dragon Quest? Or One Piece? I'm sure a pretty fair number of American would recognize "Jigglypuff" - how many people in Japan would recognize "Purin?" How many would know "Lucario?"
It's tough speculating about a culture we have no real access to as far as immersion goes...
