Just because they're out doesn't mean PR can respond to them immediately. They need time to write PR responses to put Xbox / Nintendo / Sony in the best possible light.

There's a lag in between the number releases and PR's comments.

Same thing with NPD PR, but they don't have an agenda.

Generally - you don't announce a sequel localization in the immediate aftermath of a release that does poorly. I'm sure the game is exceeding expectations for them to have announced it that fast.
