In the XBLA version, it came not only with Kurisu, but also an update that doubled the level cap, and added a new difficulty. Not sure of how this stuff has been divided in the Vita release, or if the Vita has it's own bonuses by default, but they do seem to be trying to keep the game somewhat evenly priced between all platforms
Correct me if I am wrong but I highly doubt that doubled level cap and new difficulty has anything to do with the DLC.
1. PSN description did not say anything about doubled level cap, etc.
2. That seems like a game update, rather than a "buy DLC and get double level cap.
Rather than making early adopters feel like second class citizens by making the content free on later ports.

IMO, when it comes to games themselves, giving some service to Tier 2 "countries" are much more important than making early adopters not feel second class citizens.
Most of the times, when an upgraded/updated version came, I would have finished the game. I can judge whether the new contents are good enough to rebuy/replay the game or not.
It also avoids "DLC avalanche".

If I know very little about the game esp. gameplay/feel of the game, this "total cost" always put me off.
In PB's case, that DLC price (relative to the main game's) "with more to come" is rather unappealing. :/
Ports/later version only really becomes a crime when they announce (or release) an updated version within some 9 months and they give the newer version some bonus/lower price.
