Honestly, it could go either way in my eyes. Sakurai not showing Ridley on-screen suggests that it might be Mecha-Ridley or some alternate form and that we may just get playable Ridley after all. However, it seems to imply that some incarnation of Ridley will serve as a boss character on Pyrosphere, which could be read as a deconfirmation. It's intentionally vague and almost impossible to say either way.

But hooray for all-but confirmed Palutena!
