There will be groups that will bid that will put up just as money as any Seattle group. Magic and he Guggenheim partners, if they throw their hat into it, will likely easily put up a billion. And that will be to keep the team in LA and all the revenue that goes along with that.
Grumblings of teams getting moved arise from arena issues. There is no such issue with the Clippers. I doubt the subject of them being moved is ever even brought up once they hit the market. There will be no shortage of suitors who will be just fine with keeping the team in La.

Whether or not the league can do this is entirely up to the contract signed by Sterling or any other owner when they bought the team or otherwise entered the league. Thus, it doesn't create any precedent for anyone else, unless you are also a NBA team owner.
