I don't see the logic in playing the final match ofth Group A, after the final match of Group B. There is no logic in that.
No, group A should go first, just like they did the previous two rounds. By exchanging the order now, Brazil can pick their opponent.

Logic is one thing, fair play is another. Saying it's not fair play assumes some bad things happening. Like what? Brazil will play against Cameroon differently? Why? If Chile beats Netherlands would they want to rather play against Chile (the stronger team)?
I would say that this statement sounds like he wants to avoid Brazil, and that would be truly lacking fair play.
