Fixed my licensing issue byt restoring the licenses from the ps4 psn settings. Was getting errors, but I kept hammering them until it got through.

Go to your profile on Bungie and click the codes tab. It should be there.

One preorder codes gets you three beta codes, enough for you and two others.

And yeah, PSN can't make up its mind for me - I get in, put in my code, hit confirm, and get the maintenance error.

Ah well, will keep trying.

Clicked on download and it seems to be working for now.

Not until the confirmation goes through. If it does say used, that means if you check your library or download list it should be there.
