Sakurai addressed the 'impossible' movesets when he gave Robin the dark spell. He said he does it to capture the spirit of a series.

i think this is a horrible idea, knowingly gimping the 3DS version for a while just to prove the internet wrongJust an idea I had regarding the 3DS release. Suppose people spend the next couple months unlocking characters, finding it Shulk and/or other characters aren't in it. At least a far as they can tell. Fans are sad, Gematsu leak debunked. Fast forward to just before the Wii U version launches, they hold a special Direct for the upcoming release and show a new trailer confirming Shulk and/or other characters and at the end if the trailer, they show they're playable in the 3DS version as well. They're unlocked via a small patch update, once the game updates and you start it up, you get the familiar Challenger Approaching message and fight Shulk right away.
What do you think? I think it's be a great way to curb internet spoilers and keep the hype and excitement going!

What worries me about Mewtwo coming back is that he was considered "replaced" by Lucario. At least according to the phrasing of the "Dragoon Leak" from the Brawl pre-release.
We speculate that the Forbidden 7 were all characters deliberately in development at some point. But we also know that Smash 4's development began by porting over Brawl, and Brawl may have begun by moving over assets from Melee. Granted some Melee characters are missing, but data could have been ported or deleted selectively.
If Sakurai felt that Lucario filled the same position that Mewtwo did, he may feel the same way now. I think most people would agree that Mewtwo didn't really "work" in Melee and to reintroduce him the same way would be a waste of time.
So Mewtwo would need to be redesigned from the ground up, even if he kept some of his original qualities. But such a conscious decision like that would mean Sakurai would need to decide Mewtwo represented something unique or could perform a role distinct from Lucario and Greninja.
You can effortlessly form a case for Mewtwo's inclusion, but we all know what it comes down to.

Three special moves and a Final Smash isn't a whole move set. None of Ness' standard attacks feel out of character, and even PK Fire/Thunder/Magnet/Starstorm seem sensible enough.
