Nah. Some of us just don't want her to be evil just to be evil (ie. Her sole motivation is to be powerful. Like an Ozai character). There is potential to do something really great with this political storyline but I think it requires Kuvira and the people behind it to be morally grey. Or at least, to have some strong convictions why they think this is right (even if they are bad). I think in general it's always more interesring when villains are more complex.
Zaheer was bad, but he really believed in his philosophies. He wasn't about getting power or being for himself. He thought it was the right way for the world. Anyways Kuvira is obviously going to be bad. That's how the format works with traditional storytelling and conflict (unless there is a bigger villain introduced later and she ends up not being bad).
Edit: there is nothing wrong with evil charcters just being evil though. As long as they are well designed and fun to watch. Unalaq wasn't, and I think that's why he failed as an antagonist.
Also I guess you are right with dictators like Hitler. So I suppose she doesn't need to be morally grey for this political plot. I personally want that. But I'll be okay with her being mustache twirling villain as long as she continues being menacing and cool to watch. So great points.
I don't think anyone is mad though. Some of us love Kuvira and are just joking around.
