You can set the framerate in game to 30 or 60 iirc, you can unlock manually via ini configuration. Most people recommend unlocking the framerate completely and then locking the framerate via drivers because of framepacing issues.
For me it was mostly 60fps, but there are parts where it seemingly goes to 45fps or something for no real reason. Try the demo if you're not sure.

This is every time like this. Sales run an additional day even when the new ones there already, so people may catch them if they missed that day.
Yeah, I bought this. Among others, Max Payne 3 and Mortal Kombat are the lowest they've ever been.
