For GTA3 and VC, install the SilentPatch (for a bunch of fixes) and GInput (for modern controller support).
For San Andreas, it's a little trickier thanks to the latest update to the steam version. They removed some tracks from the radio station streams and track lookup and updated the exe to never play the missing tracks. Most mods require the 1.0 exe, but using a 1.0 exe with the new streams and lookup causes the game to crash if it tries to play one of the missing songs. There may be a downgrader that adds the missing music and reverts the exe back to 1.0, but I'm not sure of the legality of such a thing. I have the "Hot Coffee" disk version and I was able to restore from it. The San Andreas SilentPatch works with most versions of the exe, including the new Steam version. If you're going to use a 1.0 exe and data, you will probably want to use this GInput, by a different author, for modern controller support.

Thanks for the details. Real shame about San Andreas. For people who argue on the side of legality or licensing, I still havent heard the reply to the argument that Rockstar shoudl have just paid again for the license of these songs. Whatever they were asking for the license would most likely be pennies compared to what the game has made, and given the fact they just released it on mobile and 360 etc, its a bit disconcerting.
I hope by the time I get around to playing it someone will have a music fix ready...
