That's actually a fantastic Idea, and would mean minimal investment since it's digital and using smaller indie studios to make them.

And if sales were good and showed people want those games, then they make full on new games with those characters.

I had a similar idea once, but with Amiga games like Projectyle, Speedball, Barbarian, Marble Madness and so on, perfect fit for PSN.
But wouldn't mind old PSX games ;)

Wasn't there a rumour thread where a certain disgraced insider said something like this (indies working on old franchises) was going to happen? Parappa the Rapper was mentioned.

People watching at home scramble to put batteries in CB radios, hoping to pick up military chatter about the PSX event.
Only one attendee remains alive in the theatre. His glasses shattered while watching Sora, Donald and Goofy wage battle with Prince Hans, sparing his eyes from what followed. Scrambling over the corpses in the theatre, he takes refuge under a desk with Jack Tretton.
“Is it over?” he asks Jack tentatively.
“Yes” sighs Jack. “Well, except for one more thing”
The roof explodes, allowing a helicopter to lower someone down onto the stage.

The OP is missing one of the things that will very likely be shown: The Ratchet & Clank remake. This post is from E3 and back then they said that the game would be shown sometime this fall. Seems like if it'll still happen during the season it'll be at the Playstation Experience.
