The market's are still different regardless. That doesn't necessarily have to mean that we're less receptive to F2P... rather we're more receptive to a full price packaged version of the game. Maybe releasing a competent F2P version of Halo for PC over here would heavily cannibalise the already paying audience, with not enough of those being whales to make all for all those that used to put down $60, but are now just playing it for free. In a market where those packaged sales are practically non-existent, releasing the F2P version makes a lot more sense.

There aren't many Xbox One's in Russia (as stated by Stinkles) and Russia is a big place for the F2P market. They play more F2P than consoles.
The West already own a large amount of Xbox One's will be be picking up Halo 5.
It just makes more sense to launch in Russia first than in multiple territories first.

The territory is the most important detail here. Microsoft looked at the numbers in Russia and saw that practically no one buys consoles, especially not Xbone, so it makes sense to put this out there. In North America or Western Europe/UK, there would be some sales lost on Halo 5 and Xbone's if they put this out there, or at least that might be their thinking.
They may still put this out in other territories, but I would assume Asia would get touched first, because they don't buy Xbone's either, NA and EU West are probably the last ones.

This is a move meant to get money out of non-traditional markets where a $60 retail product won't sell. It's also highly likely to be an attempt at monetizing old unused assets, since this will likely just be a collection of old multiplayer maps from previous Halo games.
While the idea of a F2P Halo doesn't really excite me, it's not a big deal given the likes of Call of Duty: Online in China. There's a market for this and it's fine for 343i to explore that.

It's also hedging bets for when 60$ retail products start bleeding marketshare. Microsoft wouldn't let the brand be destroyed. In that way anyway.It is created in cooperation with Innova, or 4game, if you will. And, I believe, Innova is owned by Mail.ru, which is infamous for creating and milking f2p garbage to no-end. For example, they basically killed Allods Online, which was kinda russian WoW-clone, prior to being sold to Mail.ru it was a decent subscription-based MMO, after sale it became microtransactions-filled mess. Do not expect anything of quality from 4game, it will be the same as Warface.
