I find the idea of Civil War kinda stupid in the MCU kinda stupid because outside of Daredevil and maybe Spider-man if he is out by then, who else has a secret identity?

It's pretty easy to imagine great worldwide outrage over Tony's inability to show restraint regarding his projects, especially given the events of A2. It's not hard to see a world weary of a former war profiteer unwilling to back off from having some sort of regulation placed on him because he cannot handle his genius being stifled and his paranoia continuing to grow.
Just like Superman vs Batman, Iron Man doesnt want to kill Cap, he just wants to beat him into submission/agreement.

Iron Man + Veronica didn't really beat hulk they just waited out his mind control. Given a proper fight without civilians hulk would destroy Iron man. The more he fights the angrier he gets and the angrier he gets the stronger he gets.
Iron Man only won because Scarlet Witch's mind control wore off and Hulk started to become worried about civilians, and then Iron Man sucker punched him

dont want to give too much away, but needless to say, the generalities of the act are the same. Something happens, perhaps its cumulative for things that have happened though all of the movies leading up to this point. It has made the governments of the world say we need to have some oversight of these guys. They need to report to somebody. So it becomes more it falls under that umbrella, rather than you have to take off your mask. Its not about the secret identity thing, as much as it is about, overall, who reports to who, and who can agree to oversight committee. Because as of now, in Avengers 2, there is no more security council, there is no SHIELD, obviously. Stark is paying for it, Captain America is running it, and things occur that will make governments begin to question.
Tldr; Iron Man armor that's always inside Tony. He doesn't need to 'call' it from somewhere remote.

I believe its some kind of nanomachine that comes through the surface of his skin and becomes the suit.
Plus, all the destruction and international meddling that happened in AoU will certainly carry weight into CW.I know these are a film universe, but not every film's first act needs to be in another film

To each their own, but a lot of people will disagree with your assessment of the quality of those books (myself included) and would point that out as the reason they do not recommend others read them.
I look forward to the debates that will be held by anyone that hasn't read Civil War. I finally nutted up and got an Unlimited subscription to beef up.

I doubt they're going to go all-in with the bleeding edge armor. His new armor might just be similar to his other suits but visually resemble bleeding edge. Howeverwhat if Stark does make the bleeding edge armor and then the government, like in Iron Man 2, wants him to hand it over because they feel it's too dangerous in just Stark's hands? And this time Cap sides with the government because Age of Ultron demonstrated that Stark needs some kind of overhead to keep him in check
That would be a cool twist.
I'm thinking that the event though will be more of a pure antagonist event.
