fire propagation code they used in the Chateau level in U3 but turned to 11 on PS4.

No, I think what he means is they can pre-render a fire simulation in bits and have them played out in the game realtime. It doesn't make sense to do fine-grain fire simulation in a game (if need be, propagation can still be dynamic)
