Probably not, laptops need a lot more amps/watts to run.

This one can do a maximum of 2A by 5V = 10W

Check your laptop charger to see what it can do... for example my Acer laptop needs 3.42A and my MacBook Retina needs 20V and 4.25A giving 85W

From what I researched the Surface 3 model only needs about 13W. Mine never came with a charger for some reason and the usb chargers I have can only do 5V and only charge it when it's off. Microsoft has one but I don't want to pay around $40 for one.

Edit: I looked in my Surface 3 box and found the charger hidden away.

The reviews for that thing aren't too good.

Yeah, it does look a little cheap. I'll probably just pay a little extra for a high end one just to be safe.

They do not tell you times in advance so you buy more stuff. They only tell you 3 hours ahead of time. It will go on all day.

13W is pretty close to 10. In that case it will probably charge but slowly. iPads need 10W but can still be charged with a 5W iPhone charger just a lot slower. Get it if you don't mind 70% of the speed.
