An unplayable boss character is actually something I would like to see. Have them be unlocked at a later time as an event or DLC

No it doesn't. Sailor-fuku is sailor uniform. Seifuku is uniform.
It's also not a media thing. Lots of schools use sailor-fuku for their uniforms.

I can't ever see Vega as Balrog.
Having the guy from Spain continue to be called Vega makes that much more sense to me.

Balrog works for me because I can see Vega as fitting the beautiful yet viciously evil demon trope. He is after all the only character with a weapon. The Spanish name 'Vega' comes from 'meadow'... So while it makes sense in that it does exist in Spanish, the word really doesn't fit his character.
Bison works in contexts for both Dictator and Boxer because they both have moves where they do charges forward, though Boxer has several more variations on them.
Really, either way makes sense to me from respective viewpoints. I would like some consistency though.
They should just give us the option in a menu and let the community be the ones to transition or not, over the next few years.
