I was being sarcastic. Also, it's technically 'false balance' because it's about truth as it relates to a single issue/subject, whereas false equivalencies are usually about comparing two or more different things.

He's cross-examining Hillary Clinton as if she were a witness in a trial, where the standard tactic to only ask questions where a witness can respond yes/no, except this Congressional hearing doesn't have the strict rules applied to cross-examination where a witness asked a yes/no question must, in fact, answer yes/no.

The tactic is make him appear like a no-nonsense straight shooter, and have Hillary give longer answers to appear like she's dodging a "simple" question. Content doesn't matter.
