I think these will all be in-game unlockables. Then it'll be paid DLC the rest of the way.

ehh, its possible. You use Alpha Ryu, Ken and I'm assuming HKP Chun and Alpha Charlie at some point in the story so it'd be weird to use those in story and have to buy them.
