I think it's people born in the cities of Super Bowl champions, the idea being that seeing your favorite team win the Super Bowl makes you want to fuck.

You're always going to see an increased birth rate in October/November though. February is Valentine's Day, and most people stay at home and screw during cold winter months.

Yes.

There are slightly fewer for regular season games. But in the playoffs it's always like this.

Basically, you learn to find other crap to do during the commercials, like post on GAF...
