Depends on the game

Shin Megami Tensei IV took two months
Persona 4 Arena games took like two weeks

This game is massive and I think either October or December in the west are possible. November would be suicide.

They turned around Tokyo Mirage Sessions (SMTxFE) in about five to six months, and that's a Wii U title. I can see them being quicker with a bigger game for a system with bigger install base.

I'd bet on November if they've been working on it almost in tandem. ATLUS USA has precedent for that.

Like I said previously, considering how long this games been in development and how many times it has been delayed, I would be extremely upset if it wasn't almost done with its localization. Despite that, however, I'm still expecting a March 2017 date at the earliest.
