Well, I do think Uncharted 4 still has a slight edge in visual fidelity overall, but let's not forget this is open world. On top of that, there are numerous NPC's around and a dynamic day and night cycle. Uncharted 4 has scripted NPC's and static time of day. While Uncharted 4 has some huge levels, Horizon is fully open world. Also, who knows if Horizon will use any real time GI solution? Basically, I'm saying Horizon is the more technically demanding game. Aside from animations, image quality and volumetric shadows, Uncharted 4 isn't doing much that is revolutionary. It's the overall package and how well everything comes together that makes it the best looking game out now, really.
