Alright, alright... I have finally gotten home and had a time to sit on my butt and type up something with substance on this.
I feel like a timeline is in order for how Marvel 4 is an actual thing that might be happening and we aren't just banking everything on a single rumor.
*Marvel expresses interest in developing AAA console games.
This is very big for MVC's existence because before this announcement it seemed that Marvel was more interested in mobile games. That may still be the case but they aren't abandoning console Marvel games but in fact putting more effort into it. The Sony Spider Man game is the starting point for this new endeavor.

Marvel recognizes that fans are very interested in the MVC.
Again this is significant because Marvel themselves are recognizing the demand for the series, not just Capcom. By itself it doesn't mean much but coming off of their renewed interest in console games, this is most assuring.
*YogaFlame24 claims Marvel 4 is in the works.
Also claims that testing begins as early as 2017.
Our first public rumor of Marvel 4's existence as far as I know. YogaDhalsim is a FG Youtube video content creator so it's hardly a nobody on the Internet. He also claimed that testing begins in 2017 which means that by that time they should have a playable version of the game and have a possible release target in early 2018 (when practically all Capcom fighting games release in).
*Yipes schedules Curleh Mustache Battle Royale with Angelic's Undefeated 2017
There hasn't been a CM in a while. Not only hasn't there been a CM in a while but a Battle Royale as well. From Yipes' perspective, it's very difficult to organize an event of this scale if the interest is low and right now Marvel 3 interest is a bit on the low side. If Yipes was in on the rumor then he would try his best to capitalize on the hype and bring back the CM event as it remains a fan and player favorite event.

Yipes brought in as commentator for Red Bull Events
Yipes isn't really known as a SFV commentator ESPECIALLY in the E-sports field. This is just not something he has a lot of practice with. When they announced Yipes as a commentator it was a bit curious for me. Practically nothing by itself but it starts to add up. This could be his initiation into Marvel CPT events.
Oh and Yipes + Persia duo will be at Capcom Cup as far as I know. If there is a Marvel 4 announcement then they will be well poised to receive the hype.

Maximillian produces Marvel content after a long hiatus from it.
Most notably the "Patches are important, a UMVC3 story" video.
Max has become a variety game streamer by now and understandably so he puts out far less Marvel related content than he used to. There was a considerable hiatus in the Marvel videos (around 3 months) until they suddenly started right around the time the rumors started flying. This is probably another big coincidence and Maximillian has no idea about a Marvel 4 in existence (and is just riding the rumor wave like all of us) but the timing of it feels fishy. I am just going to put this out there and let the people decide.
And now for the big and current rumor:
Ryce claims that not only is Marvel 4 in the works but will be revealed as early as at the end of Capcom Cup in early December.
We have a massive thread on it with more developing information and sources coming out but to put it briefly this rumor is important for three reasons:
*It puts a definite time stamp on a reveal. Easier to debunk because the rumor has an expiration date so someone making a rumor like this is less likely to fake it for the risk of ban.
*Mods have attempted to verify the source of this and it seems to be legit enough that the rumor is allowed to stand on NeoGAF.
*Other people have come out with similar information.
Including Mr.Wizard, the organizer of Evolution.
SneakersSO backs up the existence of Marvel 4 with sources of his own.
We also have mention of exclusivity on PS4/PC by SneakersSO again.
Various Lupinko teases have been sighted as well but are very hard to decipher. You probably need an entire thread for those assuming they are tweets worth analyzing.
Other rumors have stated that Combofiend is going to be the Battle Director of this which is not at all surprising.
(We have had false Marvel 4 rumors in the past and I didn't include them for obvious reasons)

Now what does this all mean? What do we do with all of these rumors?
Let's assume that Marvel 4 is a real thing. Certainly that's what all of these rumors are claiming and there's no point in having any discussion if we don't have an assumption to work off of.
The next thing to check for is the timing. It seems to me that this Marvel mandate went out before the development of the Spider Man game so MVC4 probably parallels that as well. I am thinking 2 years of development time has been put into it as well by now.
If the game is indeed going to be playable late 2016/early 2017 then that's a fairly short turn around time. It took Marvel 3 longer in development time. Assuming this is all true (that Marvel 4 is going to end up taking less dev time to release than Marvel 3)... we can probably assume two more things:
*Marvel 4 will probably retain a lot of the assets from Marvel 3. Would honestly be the smart thing to do.
*Marvel 4 will probably launch with less characters than Marvel 3 at the start, following a similar distribution model to SFV.
We already have rumors that this game might be exclusive to PS4/PC, which indicates considerable Sony involvement. With Marvel being more involved in console development and Sony backing up Marvel 4... we now have a good idea as to how Marvel 4 exists to begin with despite Capcom's poor financial status. Some combination of Sony and Marvel footing the bill is what is paying for the game and this makes the most sense to me as well. It's very unlikely that Capcom would've been able to afford a Marvel 4 by themselves.
Beyond that we can't make any reasonable assumptions. There has been no information on the roster. People will try to convince others that X Men characters aren't coming but Marvel has clearly relaxed their policies against X Men characters as of late.
We have absolutely no information on the game play mechanics. We don't even know for sure if this is going to be a 3v3 Assist based game or not. No idea if X Factor is returning or not. No idea about controls either (ABC vs LH 4 button system of Marvel 2).
We don't know what engine this is going to be on. Safe bet is on UE4 but Capcom right now has a bunch of engines that they are working on including the custome RE7 engine.
We don't know how involved it will be in the CPT or E sports scene. The rumor about it being put out for testing indicates that Capcom intends to take it seriously competitively at least initially.
We don't know how long the license exists for, what kind of DLC options are going to be available and how the post release support will be?
No real idea about how this is all related to the Akuma tease.

So yeah not a lot of information can be extrapolated from these rumors. Maybe Marvel 4 is announced at Capcom Cup as PS4/PC exclusive with early testing in 2017 and has been in development for 2 years with possibility of CPT involvement and post release support. Or maybe it's all wrong and we have no Marvel 4 coming.
I personally think Marvel 4 exists but I am not as convince that it will be unveiled at Capcom Cup. Seems rather early for it but who knows.
