Pretty much.

Rocky was Jason's "Ranger replacement" but character-wise he was never supposed to be that. He's the original "bumbling joking goofball Power Ranger" that all these other seasons had characters be. Rocky was the first dude to fit the bill.

He's not even close to the GOAT goofball.

And he kept going up in color Rank, not down like Rocky

They originally wanted to give the character an episode send-off, but by that time they had already introduced Tanya, so they felt there was no point, even though Ashley was willing to come back.
