One of them was a Gater, but he tended to come across more as a useful idiot than a Mike Cernovich type.

This never made sense to me.
Honestly, the whole love affair with this aesthetic strikes me as a little gross. I can recognize the effort in some of the production, but the overall design is completely derivative. Just because you copy something else that was original at one time does not make the borrowing worthwhile. This game's art design is shit pastiche from artists with actual merit. If you compare it to something like Ori the difference is fairly evident.

I now wonder if the developers remarks on UBI being seen in a negative light in the story has to do with the fact Brianna Wu, who is running for office, supports UBI.

Shitty political views is one thing, but actively supporting GamerGate which was a prolonged hate and harassment campaign directed against women in the gaming industry that we're still seeing the effects of today is something awful enough on it's own to warrant skipping the game entirely.
Given his tweet about the games premise and message and they'd have to read game documentation to approve it I'm not sure much research was necessary.

Dude might not have been totally forthcoming during the pitch. And that trailer did look amazing. He probably showed them a bit of the game and they signed off on it.
