So anytime a player is pushed out/not down, while moving forward, the clock should keep going for forward progress?

I don't get that at all.

I think the ruling was probably something along the lines of the play being called over before he was out of bounds because his forward progress was stopped, or at least that's the rationale behind the rule if there is a rule that going out of bounds while moving backwards doesn't stop the clock.

I get that, but there was no whistle to blow it dead while he was in. Strange.

That's why I added the second part of my post, like maybe it is a "tuck rule" type thing that comes up so infrequently nobody ever heard of it until somebody gets screwed during a big game.
