Probably the second reason. Animu had been there since the sixties, but it only started being pushed seriously with Saint Seiya when a rival telly company appeared for the first time in decades in Mexico, which had traditionally been monopolised since its inception. Somehow the show got really popular and almost all anime brought in the nineties got the utmost of care when dubbing.(Re: every single Spanish OP posted so far)

Horizon certainly doesn't look cheap. And it's a really good show in my opinion. I''m actually suprised it does so well. I expected it to bomb horribly, with most of the audience losing interest after the first few rather confusing episodes.I imagine one of those is a lot cheaper to make. Sunrise can just knock-out some more episodes of Horizon and they'll still sell. Plus, adaptations are simpler than coming up with something from scratch.
