I think it is Wolf's way of not ignoring Paul as the mainstream media has (rightly) been accused of. It was a crappy way to do it, though.
Mitt's slapping back at him, and the moderator isn't letting Newt do his typical bullshit. Instead of backing down like King did when Newt went off on him, this moderator pressed forward and called him. Needed to be done.

Rising cost of college tuition, growing student loan debt, rebuilding national infrastructure and transportation, energy, civil rights... these are just a few topics they could discuss that haven't really been broached at all by these guys.
