Why does that have to be the case? At the time Gordon said there were two dead cops, she was missing and he assumed she was dead. Doesn't mean by the time he said it, she was in witness protection.

What he should do is retcon the lines "We are still here which means they haven't killed us" and "Why is he running..because we have to chase him" out of future releases of TDK.

He has claimed in interviews there is an answer. I really doubt this matter is going to go unaddressed in TDKR.

That guy wasn't killed by Dent. The 5 dead 2 cops line is attributed to the people Dent killed.
It's been a while but I think it was Maroni, his driver, whoever was supposed to be in Maroni's car, the cop in the bar.

I've read a spin that says the second cop was the guy Joker kills in the hospital, when he's wearing the surgical mask. But how the hell could they have even found that body, post explosion.

Well I think it will be a major point in this new movie. I don't read spoilers and have tried to keep everything as secret as possible but from the new viral marketing material (going two pages back) we can safely speculate/assume that the Gotham Police Department is actively STILL searching for Batman. All the crimes are being pinned on him and he is considered their #1 priority especially with Harvey Dent becoming a hero to the point they have a day dedicated to him.

Batman/Gordon are going to have to prove Batman's innocence. Reclaim his position in the eyes of the city. The Dark Knight Rises.
