You have to consider the mass chaos that was going on during all of this. Firefight ends, he drives RIGHT THROUGH the police, and has enough of a head start to successfully hide/get away.

The last time they were fighting him, he had automatic weapons, grenades and pipe bombs.

The police at the time presumably only had pistols and tasers. I would guess that the delay in getting reinforcements allowed him a chance to escape.
