I'm actually not sure. All I know is that it's smaller than the CG map.
You can place your house anywhere, though. It's not pre-determined any more, and you can choose where to build the café and police station.

Are you able to build ramps as your progress? I'm noticing that some of the maps have no ramp access to small beaches.

No, just bridges. You can access those small beaches via swimming to them.
