Well, Portal 2 made a premire at the Sony presser.
As far as exclusive, you never know. Valve's relationship with MS has been a bit strained since it became so hard to update the Orange box. I imagine most of the HL3 sales would come from PC gamers so if there is a console version it won't hurt them to put on either console as exclusive.
