Yes it does. It's a very real issue that Sony is going to have to address via firmware at some point.
Since he is on the media related side of things at Sony I'm guessing he knows people who knows some people who knows some people who works for Activision

No. MS just don't appear to care about making a good product. Or the people who do care have been overridden by suits who want them to make a product they can use for advertising and trying to extend the Windows ecosystem to make money.
Cerny is responsible, or at least partly responsible, for the PS4 being awesome but he is not responsible for Xbone being a total piece of shit. On Microsoft's head be that.

I intended on buying cod for xbox one, if ps4 is better by 1080p im switching easy as that, cod is not a game breaker but that tells for xbox one.
the most troubling thing about this whole fallout is that it's painting sony achieving the bare minimum of what should be expected as some grand victory.

Well going with 8GB DDR3 and 32MB ESRAM isn't exactly cheap either. Microsoft's decision to go with the DDR3 to ensure full multiple OS support meant they still had to fill the machine with parts to compensate for the lack of bandwidth (ESRAM).
But I don't think we know for sure how much their engineering solution costs without the Kinect.

Not true. As has been discussed numerous times since the hardware reveal of the two consoles, if you look at the benchmarks of the similar spec'd PC GPU, the PS4 equivalent can see double the performance in some games, but at least 40% improvement at the other end.
And that is without factoring in the unified GDDR5, hUMA and the reported pain in the ass that is eSRAM.
