Why would they? Embracer don't spend money on games, they get other fools to do that. You would need a lot of money to invest in a new saints row game or it will get clowned at especially with GTA 6 coming and costing billions.
Saints Row did well in the era where it was cheap to develop in, but open world games have come a long way since then. The last game looked and played like a 360 game.

I didn't even know that this existed.
It's better off that way. I managed to experience the best the franchise had to offer over 4.5 games, so I am content with that.

It's not even about the budget, it would be possible to make a smaller open world game that does its own thing. The problem is with Embracer - I don't see them agreeing to a FUN Saints Row game in the spirit of the older entries that won't be trying to appeal to modern audiences and won't be afraid of crude jokes.

Sure just don't let ex GaaS people develop it and it won't be an uncharismatic disaster. Never cross those streams, IMO.
