From the TV angle that looks like a clear flop, but from the ref's angle it looks like Stokes lowering his shoulder loading it into the defender.

You don't want the ref to decide the game, but you gotta call something there. Charge/block, either way you're going to have people complaining.

There needs to be a way to overrule stupidity by refs when it comes down to factors like this that can decide games. I know human factor/element and all, but it's been an ongoing issue in sports for awhile now. Not sure what would be done though.
