are your achievment points tied to your gamertag, so for example if you sell your HDD, u can just buy a new one and reclaim your tag from xbl and you will still have your points? what if you have a HDD crash? are they NOT tied to the tag? i hope they are, cos knowing these launch hardware problems im not too confident the HDD will last too long

Yes, everything's tied to your Gamertag. Not sure about selling your HDD and what happens with the account there, but there is a retrieve Gamertag option.
