Usually caused by whatever audio codec you have decoding the AC3 stream doing some form of sound-shaping (pushing it through a normalization matrix, compressing the dynamic range, attempting to 'boost' the voice, etc). Check in the options for your codec to see if you can shut anything like that off and see if it fixes the issue.
