Was hoping to get some advice. Want to make a simple adjustment if possible to a photo. I just want to give the image a slight "feathering" (for lack of a better term) effect.

Best filter/process recommendation?

If it's just a basic version you want then it's actually built into both Rectangle Select and Elipse Select, just go into the tool option and check "Use Feathered Edges" and then you can adjust the radius yourself after selecting the part of the image.

Sorry, I'm terrible at this, and this is a waaay old version of Photoshop. There's the tiny window in the top right with a marquee selection. Is that what you're referring to? It does have a feather option, but when upping the pixels to 50 (or even 100) after selecting a portion, there seemed to be no change.

It should be in your Toolbox window, Rectangle and Elipse Select should be on your top row, they've been there for years so you should have it.

All right, I think I found it (maybe). Under the "select" option, there is the feather option (which I think is the same option in the tiny window). I selected a portion of the image, and it did make the feather option emboldened, but again, even upping the pixel count to max, I saw no discernible difference.

So with your selected area, it should show pixels of where the feathered parts should be, judging by the age in that photo I'm not sure this will work, but whilst you're selecting with the tool, once you've got an area, right click and "Copy" and it will copy that part of the image AND apply the feathering effect, quickly paste it as a new layer or new image to see if it looks right.
