The only free one I know of is Ftx Browser which happens to also have tabbed browsing.

Just pick your OS version, drop in on your PPC, and run it. Nothing to install from the desktop.

Doesn't that still run IE just with tabs? Like MultiIE? Netfront is a good one that isn't PIE. (made by the people who made the jp Dreamcast webbrowser)
