Virginians who wear their pants so low their underwear shows may want to think about investing in a stronger belt.

The state's House of Delegates passed a bill Tuesday authorizing a $50 fine for anyone who displays his or her underpants in a "lewd or indecent manner."

But Delegate Lionell Spruill, a Democrat, objected, calling it "a foolish bill".

He asked fellow politicians to remember their own former fashion faux pas, including Afro haircuts, platform shoes and shiny polyester "shell suits".

"Please, let these kids express themselves," he urged, before warning there could be a sinister side to the bill.

"This is going to be a bill that targets blacks. You know who they are going to stop," he said.

I dont mind people putting their trousers low down so that parft of their boxers or underwear show, everyone I know does it, but there is a limit. Its annoying when people pull their trousers down below their ass, unless its a really fit girl wearing a thong.

I just find it really sad that they would make a bill, when they could be doing something much more important

One day on campus last year, I saw a guy wearing his shorts so low that the cuffs were practically around his ankles. He couldn't walk, really; it was more of a waddle. I followed him for a bit, on the off chance he'd try to run while wearing them. But he just kept waddling down the sidewalk, and eventually I lost interest.
