They take very special care to point this out in the episode, by showing his interaction with the people there and then Mike very specially asks him not once, but twice, if he got seen at the crime. Gus arrives at the lab many hours after the shooting, so it's entirely possible he was able to wait and then see that Victor had been identified by the witnesses and was being sought as a person of interest. This is the main reason Gus kills Victor.
