California Freeway Legal Question?

Does anyone know if a city police officer or a county sheriff deputy can pull you over for speeding on the freeway, or is it only a CHP that can pull you over. Basically if I am on the freeway if I pass a police (non CHP) car going 95 MPH, does he have to ignore me.
 
I asked this because I was speeding, not 95 mph that was just some random number. I passed a police car on the freeway and he just ignored me. I just wanted to know if he was to lazy to pull me over or if he wasn't allowed to pull me over. I was actually going about 87 mph.

It might not be in their jurisdiction, but if you are driving dangerously or seem to be a risk to other (whether that be driving fast, stupid, crazy or just out-of-control) they can and probably will pull you over. At very worst, they can radio you (and your plates) in.

You won't win.

Yes they can, and yes they will, depending on which city you're in. In fact, in Thousand Oaks, I've seen the city police hanging out under the 101/23 interchange to nail speeders and people doing dangerous lane changes at the merge. Then again, in Thousand Oaks, there isn't much else to do...oh wait, just kidding.

Driving 95 on freeways running through populated areas is flat-out stupid, though. Even on empty highways through the desert, I'm not sure that more than 80-85 is a good idea. What's your hurry? And -- more importantly -- what kind of car do you have?
