The game was released 4 years ago with several important issues and according to many players it missed important features and content. Over years, they added a ton of additional features and content, and fixed all these issues except one: its netcode.
A few weeks ago, a modder released a rollback synchronization patch that fixed the issue for the PC version if both players had the patch installed, but the patch created more issues if one of the players (like the PS4 ones) didn't have the patch installed, so the patch basically enworsened the situation. The game producer just confirmed they will release an oficial netcode improvement:
It's key for them to do it as soon as possible, since they release Street Fighter V Champion Edition tomorrow (basically an ultimate/definitive bundle of SFV with mostly all its DLC, like all characters and all stages, over 200 costumes, etc) at the same time they will add the returning character Seth to the game.
Next month they will start the online qualifiers of the Intel World Open, an Street Fighter V eSports tournament for the Tokyo 2020 olympics. In March they also will start their SFV season 5 Capcom Pro Tour.
