how do you use the smaller one... and are they just hubs for charging?

That one on the top looks cheap as hell. Of course i'm of the school that a charge rack should actually be stable enough to actually hold what you're trying to charge standing up.

Pretty old, it's been on a few websites anyway. Top one adds something like 4 hours of play while the bottom one merely acts as a replacement for the charger.
