Of course they do. They're the largest platform. Every middleware company will make tools for their systems.
They'll make them for Microsoft and Nintendo too.
If Sony proposes an "inter-change protocol" or whatever, the developers will listen to them. It might not be as ideal as having one protocol for all systems, but it's better to have even one different protocol for each platform. It's better for them to be able to say "COLLADA-compliant" as well as "XNA-compliant".
