Computer processor help

I bought Intel Pentium 4 w/ HT Technology - 2.8GHz Processor with comparable intel mboard.

I was able to get it run few times but it seems to die b/c of temperature problem. I found out that the fan was a little loosely fit and I put it properly.
But I forgot to connect the fan socket and I turned on power for 10 seconds.
Would that have fried either mboard or chip?

I can't seem to get it to run again since.

You could've fried the CPU. I have amazing luck with my PC.

When I first built it, I didn't use the washers and screwed the mobo directly onto the metal (thank you Raidmax, even though I ditched your case for crappy airflow you obviously ground the metal plate to something so that it doesn't fry the board).
I actually was dumb enough to try overclocking it with the stock Athlon XP fan.
After installing a new heatsink fan, I forgot to plug it in. I had the comp running for a good 10 minutes.

Unbelievable.

P4's are supposed to have thermal throttling & thermal safety shutdown. In other words, it's not supposed to fry. That doesn't mean it can't, though.

Also, motherboards are generally supposed to be grounded at the screw holes. That's why there's a ground pad around the holes. As long as the mount point doesn't extend beyond the pads, there's no need for any washers.

there's some really smart circuitry on the p4 that attempts to first throttle back the clock and then cut power to regions of the chip that are too hot or getting too hot, but it can only react so fast. for the most part, if the chip is turned on with nothing sinking it, it will survive, but if you pull the sink off of a running chip, it's less likely to survive. it sounds like you haven't done either - you're just not sinking it properly. make sure there's a good thermal connection between your sink and whatever it is they stick over the die nowadays then make sure there's air moving over it.

I didn't use pads, either. :D
Now I do... but for like a year, I didn't
