Doesn't this seem a little bizarre to you? (cell phone rate observation)

So I have Verizon, and I noticed on one of my friend's away messages, it said he was visiting Canada for the weekend.

Out of curisoity I dialed *611 and asked if there were any additional fees if I called a U.S. registered cell phone number that was currently abroad. In this case, Canada. Apparently it's 20 cents a minute.

... doesn't this seem bizarre? How are you supposed to know if the American you're calling is not in America or not, and if they aren't, be liable for extra charges?

you don't get charged extra. the person in canada might get charged in roaming fees though when he/she answers your call.

Once I went to Burger King and I noticed that if I ordered the items in a combo seperately it would be cheaper. How stupid is that?
