Does recall move people to where you casted the spell, or where you are? Cause if it's where you are - Wisp + KotL could be fun ganking times if your timing is right. Toss in Lifestealer and Furion and suddenly instant 5-man.

I'm not able to watch the match, but is it possible the KotL timed the Recall with the Relocate timer so Io was instantly brought to KotL as soon as he got back to the Relocate spot?

Pretty sure that's what happened. Seen it before, but maybe only once. Very rare (and AWESOME) occurrence.

Pretty sure that the Relocate vortex just disappeared without hair or tail of Wisp in sight. Further, there was no flash from Kotl's Recall at the given spot.

Possible that my Twitch stream just outright ate all the frames showing those details, but I doubt it.

It's like the onyl build i can use on Veno, Max the passive first with a level in the toher skills, so much fun with all those stacking slows, works great with something like Juggernaut.

I just helped dominate the late game with Razor in my last game, first decent match I've had in a while. I'd just sap the damage of one of the people in a team fight, end up with about 200 extra and start whippin' left and right whilst my ult went off. Then when my team started to retreat mid after taking their rax I just went after the ancient myself :L

You can have fun with them though. I respond to everything with "da" or "nyet". And I try to make everything sound russian. "I have to go back to baseki", "Runeski is top", "brb, secret shopski", "comrade roshanksi"

Sometimes they even start talking english after a couple of minutes.

It's ridiculous but I genuinely think they should enforce this somehow. They added the language settings to the game for a reason and it's currently completely ineffectual.

How could they effectively implement it without locking players into specific regions though?

I mean, they can't tell a russian guy: "no, you can't speak english, don't select english matchmaking".

Not to mention "english" in europe means pretty much "not russian" since there are tons of languages around here.

It's annoying for sure, but it does not make any sense to call out Valve over this. If players choose to check languages they don't actually speak, there is nothing Valve can do short of actually implementing region locks. They already did all they can do by adding these checkboxes.
