Team Ninja and From are the obvious choices. Sega also, I guess.

I guess Sega covers Sammy and all their fighters..erm...Namco? (breakdown). You migth be better off starting at the other side of the fence.

SNK Playmore also (though they don't even distribute their XBox games in Japan, I believe Sega does it for them). Genki used to be big on XBox but they sorta stopped bothering, same with Anchor (who disbanded their XBox team). Maybe a PC-ish developer like Takyuo? Or maybe branch out into Korean developers like Kama Digital (they're making the new Gun Griffon)?

Namco, Capcom & Konami have all essentially halted internal XBox development outside a few ports here and there... I don't think any of the three would be good for pro-XBox comments in their home region.
