so i just sold something on ebay and i was boxing it up when i realized on "my ebay" that it said it qualifies for a second chance offer. i read ebay's definition but im still fuzzy on the whole subject. did the winning bidder say "hey, give the other bidders a chance because i dont want it anymore"? i dont get it.

If the winning bidder doesn't pay for whatever reason, you can offer it to the next bidder down (i.e. the first loser), or anyone else down the line if you're inclined.

When your item says "Eligible for Second Chance Offer" it just means you CAN make a Second Chance Offer if needed. You can use those offers to sell identical items as well, it's not just for win the winning bidder doesn't pay.

There's also no fee to make that offer, you just pay the Final Value Fee. Each offer is actually a Buy it Now (Fixed Price) listing that only you and the bidder can see, so if you ever do make an offer, you should only make that offer to one bidder at a time (unless you have other identical items to sell).
